[Base stats say a Rotom is slower than an Alolan Ninetales. But base stats also say that a Hasty Nature boosts speed. And Technus is far more used to floating than Rei is used to being quadrupedal. He spent approximately 30 years stuck with this form of locomotion, after all!
So, all that said- Technus starts floating off at top speed without thinking, and he's fast enough Rei can't catch up with him.
It takes him a bit before he realizes what he's doing, and eventually he turns around to go get Rei.]
